Looking like something out of The Hound of the Baskervilles, this is really just someone taking their dogs (another one is out of shot) for a walk along the sea defences. The dogs' collars had LED beacons, while the human had a flashlight. I just tracked the moving person with the camera during the exposure, and surprisingly, it turned out all right.
